Every account earns points for activity like adding a vehicle, logging a modification, uploading photos, and attending events, and your level (Newcomer through Legend) is just a label for which points bracket you're in. It's shown as a badge on your profile and updates automatically - it doesn't unlock or restrict access to anything, that's controlled separately by your account type.
